City Manager Home
On behalf of the Mayor, City Council, and the employees of the City of Evans, welcome to our website. Our Mission Statement says that the City is here to; "To provide positive and progressive leadership that promotes smart growth, economic prosperity and cultural diversity while preserving core and family values and a high quality of life that preserves our small town atmosphere". Evans became a Colorado city in November of 1869 and established its Home Rule Charter in 1973. The City was recognized by the International City-County Management Association in 1974. That designation is the formal acknowledgment by the membership and the ICMA Executive Board that Evans has established a position of professional management for its appointed executive. Evans has since then operated with a professional city manager through the Council-Manager form of municipal government.
The City Council is responsible for appointing the City Manager who has the responsibility to implement the mission, goals and directives of the Council, and to manage the day-to-day operations and program of the City. The City Manager reports to and advises the City Council on policies matters and serves at their discretion.
The City Manager appoints all the department heads, develops operational policies and procedures, conducts tactical and strategic planning for the City, and represents the City on State and regional issues. The City Manager is also responsible for utilizing City resources in the most effective manner possible to provide quality and efficient City services and programs, while continuously seeking to improve the City's business viability and quality of life. The Evans City Staff are dedicated to delivering good customer service and returning added value in projects and programs on the investment made by our residents.
Competent people, training and technology are key tools in accomplishing the City's goals. This interactive website is here to help better serve your needs and an Evans resident or customer.
