City Council Work Session to Provide Information on Proposed AVIS Speed Camera Program
The City of Evans will hold a City Council Work Session on Tuesday, July 7, 2026, at 5:00 p.m. to provide information about the City’s Automated Vehicle Identification System, or AVIS, commonly referred to as speed cameras.
During the work session, Evans Chief of Police Randy Darlin will present information about the proposed program, including traffic safety data, speed studies, crash history, potential enforcement corridors, how the technology works, and how AVIS is proposed to be implemented in Evans.
Earlier this year, City Council approved a contract allowing the Evans Police Department to move forward with implementing an AVIS program. While that decision has been made, the specific details of how the program will be implemented in Evans have not yet been finalized.
Before any cameras are installed or activated, the Police Department is sharing information with City Council and the community about the data and considerations being used to identify potential enforcement corridors under Colorado law. The current proposal includes one fixed camera location and one mobile enforcement trailer to support the City’s overall traffic safety efforts.
In a message to the community, Chief Darlin emphasized that the purpose of the program is not simply about cameras, but about improving roadway safety.
“This really isn’t about cameras,” Chief Darlin wrote. “It’s about slowing traffic down before someone gets hurt.”

The work session is designed for City Council to receive information, so public comment will not be taken during that portion of the meeting. However, the regular City Council meeting will follow at 7:00 p.m., and residents who wish to share their thoughts on the record may do so during public comment.
Chief Darlin will also be available following his presentation to speak with residents one-on-one or in small groups, answer questions, and hear community perspectives.
Whether residents support the program, have concerns, or are still gathering information, the City encourages the community to attend, watch online, review the information, and stay engaged in the process.
