Homeowners in Evans are permitted to perform work on their own homes, but many construction and home improvement projects involve hiring a contractor. Contractors have several responsibilities throughout the City’s permitting process, and understanding these requirements before beginning a project can help prevent unnecessary delays.

Homeowners and contractors should keep the following requirements in mind:

• City business license: Contractors must obtain a City of Evans business license through the Finance Department before submitting a permit application.
• Online permit applications: Contractors must submit permit applications and all required documentation through an online account in Citizenserve.
• State licensing information: Electricians and plumbers must include their State of Colorado license numbers when creating their Citizenserve accounts. A permit may be placed on hold if a valid license is not listed.
• Subcontractors: The applicant or contractor must list all subcontractors on the permit. Subcontractors must create their own Citizenserve accounts before they can be added to a permit.
• Inspection requests: Contractors are responsible for requesting all required inspections online through Citizenserve.

Taking care of these requirements early in the process can help ensure applications are processed efficiently and projects remain on schedule.
