Building Permit Applications

Permits are required for furnaces, lawn sprinkler systems, air-conditioners, fireplaces, water heaters, and re-roofs. You may fill out the on-line permit application or print off an application. Refer to the One Stop Building Application linked and available for download at the bottom of this page.

Permits are also required for remodels, additions, basement finishing and similar projects. Refer to the Addition/Remodel Building Application on the menu on the right side of this page.

Please note that only electronic submittals are accepted at this time and all included documents must be in PDF format. As of May 19, 2025, all contractors are asked to submit applications directly through CitizenServe

As of May 19, 2025, all contractors must submit applications directly through CitizenServe Applicants with a current business license can create an account through the CitizenServe menu item on the Building Page. Once your account is created in CitizenServe, you can submit your application via these easy steps:

• Create an Application through the dashboard
• Add jobsite and property owner information
• Add a thorough work description 
• Add a contractor
• Upload plans and other required files to the Documents tab
• Submit your application

Payments

• Payments should be made in Citizenserve via e-check or credit card.
• Check payments can be dropped off or mailed to City of Evans, 1100 37^th St, Evans, CO 80620. 

Inspections

Inspections should be scheduled through the CitizenServe.

Certificates of Occupancy

Prior to requesting a CO, please ensure that all inspections have been finaled, all engineer letters have been submitted and approved, and final grade certification has been approved. Requests for COs should be made in Citizenserve and can be found under the “Inspections” tab.
