Information on Ballot Measure 2C Ahead of November 3 Election
The City of Evans is providing residents with information about Ballot Measure 2C, which will appear on the November 3, 2026, coordinated election ballot.
The measure asks voters whether to authorize two additional uses for revenue generated by the City's existing food sales tax.
Ballot Measure 2C does not propose a new tax, increase the existing food sales tax rate, or change which purchases are subject to the tax. Instead, the measure concerns how revenue collected through the existing tax may be used.
What Would Change?
If approved by voters, Ballot Measure 2C would authorize two additional uses for existing food sales tax revenue:
-
Economic Development Incentives: Allowing revenue to support performance-based economic development incentives intended to encourage qualifying business investment and development in Evans. Individual incentives would require separate City Council consideration and approval.
-
Operations and Maintenance: Allowing revenue to support qualifying operating, maintenance and repair expenses associated with eligible City facilities and public improvements, including parks, trails, streets, bridges and traffic-control infrastructure.
What Would Stay the Same?
Regardless of the election outcome, the existing food sales tax rate and the purchases subject to the tax would remain unchanged.
All previously authorized uses of the revenue would also remain in place, including eligible capital improvements and authorized police station expenditures.
Revenue would continue to be restricted to voter-authorized purposes, with expenditures approved through the City Council's public budgeting process.
What Happens After the Election?
If voters approve Ballot Measure 2C, the two additional uses would become authorized, and City Council could consider expenditures within those categories.
If voters do not approve the measure, the currently authorized uses would remain unchanged.
The existing food sales tax would continue at its current rate under either outcome.
