Financial Impact to Residential Properties
The Evans City Council recognizes that a jump in the mill levy from 3.536 mills to 11.036 mills at one time would create a sudden financial impact on our citizens. Instead, the city council proposes a 2.5 mill adjustment each year for three (3) years to achieve full implementation in a structured and controlled approach. Through the phased-in approach, the mill levy adjustment would be as follows:

By 2028, under the proposed adjustment, the owner of a residential property with an appraised value of $372,000 would pay $277.73/year in city property taxes. This equates to $23.14/month for full city services.

By 2028, under the proposed adjustment, the owner of a commercial or industrial property with an appraised value of $1,000,000 would pay $2,979.72/year in city property taxes. This equates to $248.31/month for full city services.
Fiscal Responsibility
Since 2012, the City of Evans has worked diligently to provide essential municipal services to the citizens at a highly affordable rate while also financially supporting the Evans Fire Protection District. Adjusting the city mill levy to 11.036 mills keeps Evans competitive with Greeley (11.274 mills) while also limiting the abrupt financial impact on property owners by phasing in the mill levy incrementally over three years.
This mill levy initiative ensures Evans continues to grow into a safe, vibrant, and resilient city, ready to meet current and future growth demands. The proposed mill levy is an investment in our future that will enhance economic development, strengthen public services, increase livability, and preserve the infrastructure that supports our daily lives.
Next Steps
The city council refined the mill levy proposal using community input from Magellan Strategies' recent public opinion poll. Over the next few months, the council will conduct public outreach to ensure transparency and understanding before the proposal is presented for voter consideration on the November 2025 ballot.
