Strategic Plan

The City of Evans has adopted The Evolution of Evans Strategic Plan 2026–2030, establishing a five-year roadmap to guide the City's priorities, investments and decision-making as our community continues to grow and evolve.

The Strategic Plan builds upon significant progress made in recent years, including major investments in transportation infrastructure, public safety facilities, parks, utilities and economic development. It establishes a clear vision for Evans' future while emphasizing responsible growth, efficient use of public resources and the continued delivery of high-quality municipal services.

Developed with input from City Council, City staff, residents and community stakeholders, the plan outlines measurable goals and objectives designed to strengthen the City's long-term economic resilience, infrastructure and quality of life.

Three Strategic Priorities

The Evolution of Evans focuses on three primary strategic priorities that will guide City operations and investments through 2030.

Economic Vitality

Fostering a vibrant, well-planned economic environment that supports business growth, attracts private investment and creates new opportunities for residents.

Key initiatives include:

• Developing economic development incentives to attract and retain businesses and encourage reinvestment.

• Supporting responsible growth through strategic development and annexation policies.

• Improving City processes and regulations to encourage economic development.

• Establishing commercial and community development concepts that strengthen Evans' identity and sense of place.

• Improving community wayfinding and transportation signage.

Collaborative Partnerships

Strengthening relationships with neighboring communities, regional organizations, educational institutions and other partners to improve services and address shared challenges.

Key initiatives include:

• Expanding partnerships with regional governments and community organizations.

• Working collaboratively to identify transportation and transit needs.

• Strengthening relationships with state agencies to pursue resources and opportunities.

• Exploring partnerships with local schools and higher education institutions.

• Building stronger connections with nonprofit organizations serving Evans residents.

Infrastructure

Investing in reliable, well-designed infrastructure that supports current residents, accommodates future growth and enhances the community's long-term quality of life.

Key initiatives include:

• Developing a comprehensive Capital Improvement Program (CIP) that aligns infrastructure investments with the City's annual budget.

• Establishing long-term planning and maintenance priorities for streets, water, wastewater and stormwater infrastructure.

• Updating engineering, development and utility standards.

• Improving project management processes to deliver infrastructure improvements efficiently.

• Advancing pedestrian mobility and accessibility planning.

Turning Strategic Priorities Into Action

The Strategic Plan is more than a statement of goals. It establishes measurable objectives, performance benchmarks and implementation timelines to help ensure the City makes meaningful progress toward its priorities.

Each City department will develop work plans aligned with the Strategic Plan, identifying specific actions, responsibilities and timelines. Progress will be reviewed annually as part of the City's budget development process, helping ensure that public resources are directed toward established community priorities.

This approach strengthens transparency and accountability while allowing the City to respond to emerging needs and changing conditions.
